Research About Multi-side Participation Of Construction Safety Management System

Construction industry is an important pillar industry, while it is also the most dangerous industry in all industrial sectors in China except the mining. The safety problems remain serious although our government has repeatedly stressed the importance of building safety. Therefore, it is vital and essential for using the construction safety management which could keep pace with social development and civilization progress as soon as possible. This paper demonstrates the research about how to improve the level of construction safety management, forms the construction of our multi-party general framework for safety management system based on the angle of multiple participants.This paper analyze the problems existed in construction safety management around China currently, indicate the negative safety management model which dominated by government is the main cause of low-enthusiasm of all participants in construction market towards the construction safety management. In addition, effect of safety management is poor as the responsibility for safety is largely unilateral commitment by the construction unit and did not reflect the inherent laws of safety production. This paper stress that many safety management measures are valuable for us including to strengthen the responsibility of owners, perfect the intermediary organizations or insurance mechanism based on the summary about the advanced construction safety management experience in the United States and Germany.The construction safety has the attributes of pubic goods and merit goods , which has strong externalities. According to the theory of dynamic mechanism, the most direct and effective way to encourage the all participants in construction market is to establish a mechanism of self-interest, connect the economic benefits and construction safety management, which is the theoretical basis for building systems. Meanwhile, the paper also defined the construction safety of multi-side participation and the entity of responsibility, argued the necessity and relevance of all parties involved in construction safety management, providing practical significance reference for building a system.Based on the arguments above, the paper constructed the building of multi-party general framework of safety management system, including the parties involved in the construction market in the form of micro-management level, the government's macroeconomic management level and the level of safety culture. In this system, they will take the initiative to carry out building security management, for the combination of economic benefits of all parties in the market and their safety management. The Government mainly plays the role to create a favorable macro environment and protects the smooth operation of the micro level, this mechanism will ultimately lead to a virtuous act on the full participation of the entire system of construction safety culture. In the last part of paper, it put forward some key measures on how to run the security system, including direct responsibility to the owners as the main body, more effective way for sharing of security responsibilities; through economic means to encourage the owners to let themselves motivate the parties more effectively to improve construction safety management; In addition, it is also essential for the completion of insurance market and building safety intermediary market.
