With the intensification of global environmental problems, The states are exploring new road of urban development and construction. In this context, the governments of China and Singapore signed a framework agreement of building the Eco-City in Tianjin through communication. The site is located in Tianjin Binhai New Area, between Tanggu and Hangu, away from the core area of Tianjin Binhai New Area about 15 km. Backgrund in the spread of urban land and Rapid Mobilization,Tianjin Eco-city planning and construction is the active exploration and rational practice from the context of urban space for organic growth mechanisms and the achievement of urban social harmony, environmental friendly, energy saving . Corresponding to this, required to create transport system of green-oriented approach to mode of transport development and pattern of urban land use in eco-city, improve the travel proportion of public transport and slow moving traffic, restrict the use of private cars traffic, create a low energy, low pollution, low land occupation, high efficiency, high service quality, social equity development model of new city in China.This paper first introduces the concept of slow moving traffic, characteristics and the elements of the theory of the city Slow traffic in different times and schools, reviews the development of domestic and international transportation thinking, and lists of the typical practice of Urban slow transportation development in Europe, the United States and Asia.Second, studying the European and American Asia top-five typical travel mode of transport through the use of comprehensive, qualitative and quantitative method. Proposed the dynamic mechanism of various methods of traffic traveling and the inspiration of China travel modal, through analysis of socio-economic resources and environment, population density, policy and institutional factors.Through analysis of the travel mode characteristics of the traffic situation in China, Propose problems of the current environment of urban slow travel and the exploration to improve the slow traffic traveling in major cities. Last, proposed the slow traffic planning in Tianjin Eco-city on the basis of theoretical study and empirical analysis, and outlined its strategic objectives and key planning elements. Introducted part of the planning and design guidelines selectivity from the road conditions, street space factor, slow facilities and slow environment associated with the slow transport system. Build a new slow transport system of safe, convenient, efficient, low-cost in Eco-city,which compatibled with urban development, and seamless integrated with the public transport, to guide the public to form a new travel concept.
