China is the country which has frequent floods, water shortages and fragile ecological environment problem, water problems plaguing the development of the national economy and various industries. How to solve the problem of shortage of resources has always been one focus of the study. Except Advocating water conservation and reducing water pollution, paying attention to the ecological importance of water, the planned way to integrate the allocation of limited resources is a more substantial way.Theory of optimal allocation of water resources is based on systems analysis method, which including optimization models and simulation models. This paper mainly researched the optimization model, made a multi-objective function and associated constraints to solve it. Algorithm for optimization models, including traditional optimization algorithms and intelligent optimization algorithm, the traditional optimization algorithm has many limitations in the search process and the excessive reliance on the initial value and function of the gradient, while the general-purpose highly intelligent optimization algorithm, can effectively to solve many problems. In the intelligent optimization algorithm, genetic algorithms are more mature an evolutionary algorithm, It has been produced with good performance characteristics.In this paper, optimal allocation of water resources issues for the choice of algorithms, the main analysis of the genetic algorithm for solving the basic principles and the ideas on a few elements of the genetic algorithm are summarized. The genetic algorithm with the optimal allocation of water resources describes in detail for solving steps and set clear parameters. The water resources allocation system described the two modules design of the data query and the reconfigurable computing.Take the application of water allocation in Chang ma irrigation for example, we can illustrate the algorithms to solve the problem of the legitimacy and effectiveness, as a result, that algorithm was proved to have a certain value. At last, this article summarizes the future research directions of optimal allocation of water resources and algorithm application trends.
