The requirement of water resources'quantity and quality will be more and more higher with the development of population, social and economic. But the available freshwater is limited, additionally the pollution and waste of water resources has sharpened contradiction between water supply and water requirement, which becomes one of the key obstacles of social development. The research on supply-requirement analysis and optimized allocation of water resources are effective way of solving the problem. So the study on optimal allocation of regional water resources is important and meaningful to the sustainable development of society,economy and ecosystem environment.Oriented by resources' the sustainable development theories,and by the sustainable development of the water resources as a guider, on the basic of the supply-requirement analysis, and take the water combines the optimized allocation of water resources with social economy development , ecological environmental protection , and establishes the multi-objective model of optimized allocation of water resources in Xi'an city,which seeks the maximal integrated benefits of economy,society and ecology. This paper's concrete contents are as follows:1.This paper starts with the background and the research meaning of the optimized allocation of water resources,then signal up the important meaning of optimized allocation of water resources in Xi'an.2.After calculated the quantity of water resources in Xi'an,this paper analyzes the city's situations of water supply and use,and also analyzes and evaluates the exploitation degree of water resources of Xi'an, then discussed thee problem during the water resources'exploitation.3.Taking 2005,2010,2020,2030 as the actuality,near,medium and far programming year,respectively,this paper predicts the city's different districts'life,production and ecology water requirement under three guarantee rates(50%,75%,95%) with predicting theory and method,and provides the water supply in the future by combing water conservancy program,then based on the above preferment,the paper analyzes thee one time,two times,three times balance of water supply and requirement.4.Oriented by the optimal allocation theory of sustainable development,the paper establishes the multi-objective model of optimized allocation of water resources,and assurance the parameter which is resolved with the decomposition-coordination theory of multiobjective decision-making and optimized technique. Above this, get the project of optimized allocation of water resources, then take an optimization choice of the draw-up project and discussed the rationality of the excellent project. The study conclusion indicates that the study on the optimized allocation of water resources of Xi'an will help find out it's the relation of water supply and requirement,improve economy benefit and social benefit and pay attention to protect ecological environment,which has a practical meaning to realize the sustainable utilization of water resources and the sustainable development of economy for Xi'an.
