Study On Optimized Allocation Of Guilin's Water Resources

With the increase of population and the rapid development of social economy, the state of water resources has had a great change in our country. Flood, arid and water-short, water ecology and environment deteriorate, especially the relative lack of water resources, have already become the main factors that restrain social economy development. The research on the optimized allocation of water resources, which is to improve the use efficiency, realize the sustainable utilization of water resources, and help the sustainable development of society economy, is the primary task of our country's hydraulic work in the 21 century.Oriented by the sustainable development opinions, the paper combines the optimized allocation of water resources with social economy development, ecological environmental protection, and establishes the multi-objective model of optimized allocation of water resources, which seeks the maximal integrated benefits of economy, society and ecology.This paper starts with the background and the research meaning of the optimized allocation of water resources, and discusses the basic concept, theory, methods and development direction of the optimized allocation of water resources in details. Then this paper takes the water allocation of GuiLin as study background, considers the present condition, and predicts the society development indexes with predicting theory and method. Basing on the indexes, water demands in life, agriculture, industry, construction, the third industry and ecology are anticipated with the ration predictions. After analyzing and generalizing the water resources system of GuiLin, this paper establishes the multi-objective model of optimized allocation of water resources, which is resolved with the decomposition-coordination theory of large scale system and multiobjective decision-making technique.The study conclusion indicates that the study on the optimized allocation of water resources of Guilin will help find out it's the relation of water supply and demand, improve economy benefit and social benefit and pay attention to protect ecological environment,which has a practical meaning to realize the sustainable utilization of water resources and the sustainable development of economy for Guilin.
