In recent years, the number of road traffic accident remains high, and more and more driver choose escape after traffic accident for legal liability. And the victim died for lack of timely assistance, leading to harmful results further expansion. In many cases, because of lack of witnesses, it's become rather difficulties for Public security traffic department to investigation. And then the legal compensation, diputes and lead to other issues which seriously affect the social order and stability.this paper Accord to the paint material evidences from accident escape vehicle, use the intelligence comparison of paint's infrared spectrum to quickly lock the escapes vehicles range, offer effective clues for police traffic department, enable them can quickly find escapes vehicles.The main research includes:1,Use FTIR as the main equipment to analysishe paint material evidence characteristic, the whole experiment process including evidence extraction,pretreatment, Sample preparation fracture analysis, spectral collet, spectral standardized treatment.2,Establishe ACCESS paint database with paint information of each layer, which storage paint macro information (includ the corresponding vehicle information)and micro information (includ Spectrum and spectra data), develop a paint information management system in Microsoft Visual C+ + environment, this system is a information management application which based on dialog, and through the ODBE dynamic connection ACCESS database.3,According the Traffic accident form, and the characteristic of the accident paint material evidence to analysis the escapes vehicle type. Establishment the paint sample intelligent comparison system, use correlation coefficient, quickly and accurately analysis the unknown samples, identify the highest similarity samples from the paint database to achieve the best match of the paint, then use the relationship between paint and vehicle in the paint database, find out the closest suspicious vehicle with vehicle inquires module, then use the identity identification method, confirm or deny suspicious vehicle to provide evidence for the accident case.
