The human and the nature harmonious development is the long-term strategic objectives, worldwide to protect the ecological environment is the key. The eco-environment of Talimu river is getting worsen,and threatening human existence.The problem have alreadly attracted the state council and the government's attention.In order to prevent ecological deteration go a step futher, formulated the Talimu river basin comprehensive treatment planning, including three origin of the Talimu river water every year guarantee to put forward the water to Talimu river. Hetianhe river as one of the Talimu river every year guarantee to 9 billion m3 water to alimu river, but in recent years, due to the unreasonable utilization of water resources, Hetianhe is difficult to finish the ecological task. This paper research object is Wuluwatu reservoir scheduling. Wuluwatu reservoir is control the water of Kalakashen river.The reservoir operation directly affects the emptying task. Wuluwati reservoir is a multi-purpose reservoir, not only with Hetianhe another tributaries to Tahe completed jointly water ecological protection task, also undertaker irrigation, power generation, flood control such tasks, so in water tense situation, how to seek a reservoir of comprehensive utilization of optimization method is particularly important.In reading a great number of foreign and domestic optimizing reservoir operation,after analysis and comparion of the method of reservoirs scheduling,established a comprehensive using mathematical model, the use of genetic optimization algorithm for solving the model of optimal scheduling, realize the reservoir and the optimization results and conventional algorithms scheduling results compare, the optimization results are analyzed and appraised. The main research contents are as follows:(1) analysis the characteristic of river and the using of water source in downstream, determine for reservoir reasonable request and provides the reliable data scheduling. Analysis of reservoir each functional goals between them conflicting missions and restraint relationship and mapped the reservoir system function structure, analyzes the current situation of reservoirs appear deficiency, established by integrating theory and practice optimization model for reservoir provide a powerful guidance. (2) according to the reservoir function target analysis, combining operation experience. worked principle of reservoirs are established in the main function target capacity as the objective function. the flood control, irrigation, to ecological water target into constraint conditions to describe the comprehensive utilization of optimization model. And the reality of the uneven distribution of water dispatching and 6-7 months running water problems such as low capacity, through the influence of flow control and improve water level operation scope to solve such constraints.(3) introduces genetic algorithm theory, combined with the algorithm Wuluwati reservoir operation, to determine the mutation probability design crossover probability, population size and related parameters, through the calculation of visual basic 6.0 language of different representatives, algorithm and program in water has carried on many times the operation data calculation. From the aspects of water supply, power generation the optimization scheduling results compared with previous conventional algorithm of the calculation results flow regulating method, think optimization algorithm is superior to conventional scheduling, scheduling ideal utilization methods for optimizing reservoir after running reservoirs provide theoretical basis.
