So how to dissolve snow brings losses from of urban operation, efficient utilization snow resources, is an important way to realize rapid urbanization and the sustainable development.Based on consulting on the basis of literatures, this paper discusses the current urban snow processing methods and problems, and raised the urban snow the necessity and feasibility of resource utilization of urban snow, further studies of the new ways and technology of snow using, from the angle of urban overall plan, this paper put forward theory measures of urban snow systematic treatment and utilization, and put Beijing as the research object, it is established the system model of the urban snow free-pollution disposal and utilization.The main research results are as follows:(1)From the series of problems by urban snow and the importance of urban sustainable development of water resources, the paper points out the importance of urban snow as resources be used necessity.(2) The paper reseached the basic ways and means of urban snow treatment, then it accorded to different types of the underlying surface to planning and designing for the snow resources used in the city.(3) According the characteristic for treatment and use of the snow by couldn't are in the city, the paper found a calculation modelt by snow treatmented and used with different types of the underlying surface. Which provides the theory basis.For the department concerned to make a rational plan to use of urban snow (4) As inside SiHuan road in the inner city for a research object, the paper survey the current situation and problems with snow in Beijing, it is concluded that the chlorine is main used for snow removal in Beijing, many salt snowmelt destroy the city vegetation. According to the calculation model of snow-used, snow resources for used directly only about half the total snowfall, there are close to half of snow will be used resources.Through the research to obtain the conclusion is:By improving the city municipal facilities design and the snow removal measures, setting up the snow utilization system. It is feasible to make snow resources fully. It has the vital significance to relieve water shortages and improve the city traffic environment in the northern city.
