With the development of social economic and scientific technological, the people's living standards continuous improving, more and more cars into people's daily lives. The popularity of cars brought the facilitate of people's travel, but also has brought the serious challenge to the city's traffic. In this case, the Intelligent Transportation System came into being. Transit vehicle monitoring system is a subsystem of the Intelligent Transportation System, its focus is on public transportation vehicles scheduling and management. How to improve the operating efficiency of the public transport vehicles has become the serious social problem in the heavy traffic urban areas.This system is implemented on the GeoTools with GIS,GPS and GSM technology based on the vector electronic map. In this system, GeoTools and GIS is the platform, vector electronic map data is the basis, GPS is the positioning means, GSM is the bridge contact the front of the three. This paper was also described and researched on the theory of GPS positioning, described the characteristics of GIS and GSM, analysis the overall framework and function modules of the vehicle monitoring system on this basis, designed a map-matching algorithm that match the system, and this transit vehicle monitoring system is designed and implemented based on this algorithm and GeoTools which is an open source software toolkit.Firstly, this paper gave the system requirements which based on the actual applications, secondly researched the status and development trends of domestic and foreign vehicle monitoring system, then gave the general design concept and overall framework, designed on the map matching algorithm and GeoTools, finally, gave the system's various modules and their functions, and demonstrated the system. The monitoring vehicles can be displayed on the electronic map of the Vehicle monitoring system, facilitate the monitoring center staff scheduled and managed scientifically and timely, this ggreatly improved the efficiency of vehicle operation and driving safety.
