Thanks to the technologies of microelectronic, information and network communication, the transformer substation automation system is developing rapidly. The promulgation and implementation of the International Standard IEC 61850 on substation network communication and system accelerate this progress. GOOSE (Generic Object Oriented Substation Events) is a mechanism applied in the IEC61850 Standard in order to meet the need of fast message in the substation automation system. GOOSE message is used to transmit signals such as trip, close, start, lock-out, allow etc. in the relay protection field. These signals can reflect power system faults and abnormal working status correctly and quickly, therefore are the main basis for logic protection and removal of faulty components.This paper analyzes the existing arc protection system, and proposes the arc protection system based on IEC 61850 GOOSE. The following works are completed in this paper:A deep analysis is made on the IEC 61850 information model, object-oriented modeling principles and GOOSE communication system. According to the information modeling steps, an entity model of the arc protection system is established, and the IED configuration file based on SCL is proposed. A detailed analysis of GOOSE message frame structure is made, and according to the ASN.1/BER coding rules, sending as well as parsing of the GOOSE message based on winpcap network development packet is achieved.
