The macroeconomic policy in China from "anti-inflation" to "growth", the State has adopted series of positive economic stimulus policies, expanding domestic demand, increasing infrastructure construction to promote stable economic growth in China's only option, Countries inputs "4 trillion"as an important engine to ensure economic growth, thereby pulling the investment to increase on the infrastructure and the livelihood of around, while the investment in power grid construction is the "top priority". At the same time to solve the problems of the structural weaknesses of rural power grids and the power construction lagging, in the second half of 2010 China has started a new round of three-year upgrade rural power grids, so bring a lot of power projects launched. In the transmission and distribution sectors, due to its unique properties of natural monopoly, mainly by the power grid enterprises monopoly. Power grid enterprises decision-making of power projects bases primarily on the load growth forecast, supply reliability and other technical parameters, and relatively dilutes the project's economic evaluation, therefore, the evaluation of the feasibility study which often only focus on technical solutions is reasonable, whether the deviation from the conventional unit investment program is too large and so the feasibility study schemes selection method is relatively single.In this paper, focuses on the single schemes selection method of current domestic electric power industry feasibility study, based on the results of the comparison and selection from home and abroad program of research and practical in power engineering construction projects, depth analysis of the work of a feasibility study on the content and characteristics of power project feasibility research plan. First, this paper on the theory of the feasibility study, development, content and feasibility research scheme selection theory is explained. Second, summarizes the development process of China's power industry, analyzes the characteristics of power grid construction projects. Then, the analysis of the power projects content of the feasibility study, problems and optimization directions of schemes selection method. Subsequently, combination of the preceding chapters analysis, to promote the power project feasibility research schemes comparison method smooth development in our country and taking into account of the actual situation of current feasibility study evaluation, the paper proposes a combination of qualitative and quantitative indicators, more user-friendly evaluation index system, to evaluate the feasibility study programmes from the feasibility evaluation of social, economic, environmental, and many other research aspects. For the characteristics of the index system, we use AHP to determine the weight of each indicator, and then use fuzzy comprehensive evaluation model to assess the feasibility study program. Finally, demonstration of a concrete example selected is maked to verify the validity of the evaluation index system and the evaluation model.The methods listed in this paper, not only can evaluate the merits of the entire program, but also can make comparison of the local programs. Examples prove that this proposed evaluation index system on feasibility study seizes the main factors affecting the electric power project construction, and quantifies many fuzzy factors, s provides a simple and effective set of tools for the comparison and selection of the power project feasibility study.
