With the sustainable growing population and developing human society,water resources utilization has been gradually increased. With the increasing demand of water resources,it is increasingly affecting the development of the global environment,and even lead to conflicts between nations. Publics must develop and utilize water resources reasonable to meet the needs of limited economic growth. In this way,they can coordinate social development and the needs of water resources,water resources and socio-economic,ecological and environmental development. What's more,they can promote the sustainable use of water resources; therefore,the sustainable use of water resources research has important practical and theoretical value.This paper firstly introduces water resources and its relative theories and then investigation and concluded the status of Chengde. In this way,they could forecasting the level of Chengde city in all planning and water demand,and calculate the different years of water supply for water supply and demand analysis based on the concept of sustainable development.In addition,establishing standards assessing sustainable development of water resources based on existing water resources of Chengde. Compare artificial fish-BP neural network assessment with the classical BP neural network.This new method improve the network training speed greatly and reduce the network convergence time, due to the introduction of artificial fish school algorithm. Finally,these two intelligent optimization algorithms complement each other and provide an effective method of intelligent integrated assessment for sustainable water resources assessment.Lastly,calculating the water resources and capacity planning and predicting the level of water resource carrying capacity by using artificial fish-BP neural network model of Chengde. Indeed,after combined with evaluation of the results obtained and propose proposals that improve water resource capacity in Chengde obviously.
