On The Role Of Economic Means In The Management Of Residential Solid Waste

Residential solid waste is a product of economic life, with the growth of urban population and significant improvement in the amount of people's material life, residential solid waste has shown a continuous growing trend. Currently, the growing residential solid waste has polluted environment, and even seriously affected people's quality of life, led to the deterioration of people's health status, so the governance of residential solid waste is imperative. If the proper management of residential solid waste carries out, it will not only improve urban environment, improve people's physical condition, but also will transform many residential solid waste into usable resources, and then will relieve the tense situation of our country's resources.We can use different ways and means to treat residential solid waste, among those, economic measure is an important governance tool. The so-called economic means are some measures which based on the law of value, implemented by the government, use pricing, taxation, credit, fees and other economic levers, to adjust or affect responsible person to restrict their own polluted act, or take the initiative to use eco-friendly behavior. The treatment of RSW has the character of public service activities, but in the context of market economy, economic means will become an imperatively important means. Because use real interest to guide individuals and businesses join the solid waste management, and use economic levers to regulate behavior of residents'operations of garbage is more practical. In this area, only relying on the moral consciousness and the government's enforcement is insufficient for a full response to the growing garbage siege.In this paper, the current status of residential solid waste and treatment conditions were studied and discussed, we focus on analysis of the relevant economic means, combine with the basis of current situation in our country, learn some experiences from advanced countries of urban governance, raise some economic means in line with our urban waste management situation, try to push our country's residential solid waste management into enterprise, marketization and industrialization.
