Fault recorder run in power system operation all around the year is the most important aspect in the foundation of the modern power grid. It can monitor the power system's operating state, can record system disturbances, such as short-circuit fault, the system oscillation, frequency collapse, voltage collapse and so on. Besides, it can monitor the large disturbance caused by the system voltage, current and derived quantities such as system power, no power system frequency, such as electrical power and the amount of the change process.Nowadays, the power system has changed from conventional system to digital power system. The new long-wave recording system for the two forms is much needed. Based on this requirement, this paper find a way to design a system that is compatible with both conventional stations and digital stations recorded wave systems. This system can handle with three kinds of data: conventional memory card data, IEC61850-9-1 data based on international standards IEC61850 and GOOSE data. In this system, we build a unified database to facilitate data management. And this system is based on B/S architecture which provides users with a dynamic platform for data query and the results showing.The system consists of three parts, which are protocol converter, database server and web based publishing platform. Protocol converter which supports multi-channel high-speed data acquisition, responsible for collecting the three types of data required before and re-converting them into packets for the facilitate back-end to use. Database server supports multi-protocol converter data sets, store data in two formats which are fault GOOSE data and normal data by failure judgment model. Database server also runs a database to hold information and data, runs Apache server as the server-side platform of the web publishing platform. Database server also provides a convenient parameter setting software for the system administrators. Web publishing platform provides users with temporary state, normal, real-time data packet information selections, system status displaying and some simple system setups.This article is organized by the orders of this system described, explaining the details of various parts of the system structure and the implementation. This system is compatible with traditional and digital substation systems. The high-speed network makes the transmission and analysis of mass recorded data possible. Using the web publishing platform to test the whole system, confirmed each module of this system is security and reliability, and confirmed that this kind of user platform is not only simple but also easy to operate, which is a fast and reliable dynamic data publishing platform.
