This article expounds current research situation of reservoir sedimentation, sediment sluicing management and the coordinative dispatch of water and sediment in the reservoir on sediment-laden river and points up the problems in the water level and sediment sluicing on flood season. It researches the relationship between outflow runoff and sediment based on the sorted inflow flood of Naodehai reservoir and puts up upper water level and corresponding control rules by flood regulating calculus on different limitation levels and flood control restrictions in light of the conspicuous contradiction between sediment silting and flood control and water utilization during flood season. Finally, the article simulates the sediment deposition situation by means of the operation rules and quantitatively analyses the benefits and risks after raising the dynamic flood control level. The following is the main research contents.(1) Putting forward the relationship between the outflow water and sediment based on reservoir inflow flood multi-factors classification after deep analysis on the historical inflow flood data of Naodehai reservoir. This article makes qualitative analysis on the main affecting factors and sets up six schemes by choosing different factors. At the end, the thesis takes one of the relationship that the simulation results is the best as a basis for joint operation of water and sediment in the flood season.(2) Discussing the feasibility of raising reservoir dynamic limited level that combines GFS (Global Forecast System) numerical precipitation forecast, short-term flood forecast and automatic hydrological forecasting system. After regulating flood to the various frequencies design flood on different limitation level and sytisfing the flood control restrictions, the thesis submits the reservoir limited level to 177.5m and the practical flood control rules.(3) Simulating and calculating volume of outflow sediment and variation on reservoir area and simulating the outflow water and sediment of history flood in order to reflect reservoir sediment change using the water-sediment relationship which is mentioned in the third chapter and joint operation scheme between limited level and outflow sediment on Naodehai reservoir.(4) Analysis on the inpoundment profits and ecological benefits after raising the limited level and discussion to the reason that the flood control risk doesn't increased.At the end, this article gives a summary and put forward the problems that need further studied.
