Nowadays there have been coming a high speed era of metro constructions in China.The subways usually across the flourishing areas in cities,which is surrounded by a thick crowd,along the subways,there exists the complex and varied foundations of the building.a criss-cross network of underground pipelines and complicated hydrogeological conditions.Beyond that,human errors may turn up in the process of the metro survey,design and construction.Because of these,accidents happened frequently in metro construction and made a great deal of injuries and loses in life and wealth.Consequently,emergency management is particularly important to control the impacts of safety accidents and reduce losses.The purposes of studying and designing the emergency management information system(EMIS) in metro construction project are to promote the information quality of the emergency management in metro construction;to guide the establishment of metro construction information integration platform.emergency response platform and decision support platform;to improve the efficiency and the scientific level of decision-making of emergency management in metro construction.Firstly,this paper studies current research status on characteristics of metro construction and EMIS in metro construction project in China. Secondly,under the guidance of the theory of emergency management in metro construction and EMIS,this paper analyzes the general design framework of EMIS, including its design objective, implementations, architecture pattern, design of the database and functional structure with five function modules.Thirdly,petri net techniques is introduced to the analysis of business process of emergency management in metro construction,through using it,we design,model,make time analysis and steady state analysis to the process of emergency management in metro construction,implementing the quantitative evaluation and optimization of business process.At last,six security mechanism mechanisms of implementation are proposed which could guarantee EMIS implement effectively,they are the whole process risk management mechanism,the emergency plan management mechanism,the emergency resources management mechanism,the emergency monitoring and predicting management mechanism,the emergency response cooperation management mechanism and the emergency performance evaluation management mechanism.The study is a integration of several subjects,such as the management science and engineering, Metro Engineering, information science and so on.It proposes the general design framework, analytical method of business process and implementation safeguard mechanisms,which can improve the efficiency and the scientific level of decision-making of emergency management in metro construction, and do a great deal for the construction of emergency management information in the cities in practice.
