In recent years, national economic in Siping develops faster and faster. Industrial development will inevitably lead to the expansion of power consumption. The peak load in Siping in 2015 is expected to be 1000MW and the power consumption will reach to 70.0×108kWh,during the period of twelfth Five-Year Plan, average annual growth rate of power consumption will reach to about 5%.However, the present generating capacity of Siping is far from meeting the demands of power consumption in this area which is still growing.There is 60x104 permanent population and more than 100 thousand floating population in Siping City. The domestic garbage of each day is more than 750t presently,which is collected and dispose by the city's sanitation department. Landfilling and stacking is the main processing method of garbage, which not only waste the land resource but also harmful to the environment protection. According to the practical situation, integrated a variety of factors, waste incineration could make the disposal of domestic garbage reach the goal of shrinkage, resource utilization and harmlessness.For the two reasons above mentioned, it is a good idea to build a waste incineration power plant in Siping city. It could not solve the problem of electricity shortage but also reduce the waste of land resources and the environment pollution.Based on objective facts, through analyzing the project background, the choosing of plant address, the design of project details, conditions of project implement and various effects caused by the project, this paper draw the following conclusion: it could make sure the shrinkage, resource utilization and harmlessness of the garbage disposal to apply the technique of circulating fluid-bed incineration-power generation in the building of Waste incineration power plant in Siping City. It could reduce more than 90% landfill and the ash remaining after burning could be used for raw meal of cement or building materials like flood brick under the premise that it reaches national's control standard after testing. It could realize Zero Emission of garbage disposal basically and it also could reach the goal of waste recycling and comprehensive utilization. It reaches the national garbage disposal standards and solved the problem of waste pollution in Siping City.This project is plan to build a Municipal solid waste incineration power plant installed with two garbage incinerator,which could dispose garbage 1000t per day. With this power plant, all the domestic garbage could be disposed.(Domestic garbage not includes: building waste, medical waste and restricted industrial waste. The construction of waste incineration power plant could save the handling cost of waste transfer and landfilling, meanwhile, it greatly extends the life of refuse landfill and reduces construction investment indirectly. The electricity generates by waste burning heat energy could not only satisfy the self needs but also could output to power grid which makes certain economic benefits. This project could prevent solid pollution, soil pollution, water pollution and air pollution caused by domestic garbage in Siping City, improve living environment and create good environment benefits and social effect.This paper mainly makes a comprehensive, systematic and overall discussion on fuel supply, the choosing of plant address, planning of plant construction, impact on the ecological environment, the comprehensive utilization of waste incineration, security after the power plant was put into production, sanitary standards of workers'labor environment, the utilization of garbage of each day is more than 750t presently,which is collected and dispose by the city's sanitation department.
