Since stepping into new century, economy develop rapidly and residents living standards has improved, but which caused global energy shortage, increasing pressure in the energy and environment, electricity marketization and increasing requirement in the user to electric power quality, which bring challenge and opportunity that the electric industry has never faced before, therefore, build more safety,stability, environmental protection and economic electrical power system, that is called Smart Grid, which has become the chief duty of global electric industry. On May 21,2009, State Grid Corporation of China first proposed the construction of China's Strong Smart Grid. The establishment of Smart Grid will upgrade the grid of our country, reduce a waste of energy and pollution to environment, increasing utilization ratio of energy and make users use more safety, economic and convenient electric energy.AMI is the cornerstone of Smart Grid and the key to build a Strong Smart Grid.This paper firstly illustrate the feature of the AMI as well as AMI's function and meaning to the electric power system,discussing the key technology about AMI and the important role in which smart meters played under the construction of Smart Grid. Furthermore, the paper compares the difference of function between existing multi-function electric meters and smart meters,and gives more analysis about the trait and function of smart meters.Secondly, the thesis researched smart meters'two-way communication function. two-way communication means that power company and users pass information to each other. At the present time, among the communication system form users to power company, the reading system major in large consumers has been in service, while the function of sending information form power company to users haven't been solved completely. For that reason, the article mainly designed the hardware and software of smart meters'message sending system, and designed message distribution interface with PowerBuilder and SQL database, connected with STC89C52R with serial communication, actualized the information distribution form power company to users.In the end, took power load manage system software as platform, the paper collected and analysed the data of energy meter's every parameter such as electric quality, voltage and current, as well as its parameter at common false wiring condition such as single-phase voltage-absent and loss-of-flow.And took one city in Shanxi Province for example, survey residents of the city electricity situation, analysed the benefits for residents after carrying out the two-way communication and time-of-use electricity price, and pointed out further great economic and social benefits would been given to the other power users such as industry and commerce users by two-way communications. With the development of power market in China, the more advanced the real-time information to release, the more benefits to the grid and users two-way communications given. It also accords with purpose of building our country's "Strong Smart Grid".
