Traffic congestion seriously hampered the sustainable and healthy development of urban economy. How to measure and evaluate the level of road traffic congestion becomes the hot topic in academic circles. The existing research about road traffic congestion are less, therefore, the measure indicator of traffic congestion was given—TCF. The algorithm and judgment of TCF was also put forward. In addition, there are so many living quarters existing in network of Xi'an, such as residential and unit (contain public activities) quarters. The boundary walls on the boundary of living quarters form each independent area. The outside passengers can not go through the living quarters which influence the traffic. This article selects many groups of boundary roads of living quarters of Xi'an for the measured sections, calculates traffic congestion factor of the boundary roads of living quarters, measures traffic congestion at different square of living quarters, provides advices for related construction department.The main creative results of the research are as follows:1. Proposes the traffic congestion quantitative measure indicators—traffic congestion factors. The definition of TCF is the ratio of the average vehicle traffic time and the speed under the maximum speed limit time. The algorithm and description of TCF are also given, combined with the features of different length roads abounding different square in network. The basis of selecting the measured sections are given, then calculates out different road traffic congestion factor.2. Take Xi'an as example, the paper formulates the selection standards of the boundary roads of living quarters in Xi'an which accord with research purpose. The paper select 50 group of 100 bars of the boundary walls of living quarters in different area of Xi'an. The peak traffic was taken as whole observation of each group, with every 5 minutes as an observation interval altogether will rush is divided into 10 observation interval, total acquisition 1,000 group, and calculates the traffic congestion factor of each section. According to the quality of traffic congestion factor to analysis the result of the data, comparison with traffic congestion level of the boundary roads of different living quarters. Research results show that the traffic congestion which is taken place at boundary roads of big living quarters is more serious than small living quarters. The paper provides advises to related departments in the urban planning and construction.
