With the economic development and speeding-up of urbanization, modern cities are facing a series of problems such as devastated environment, soil and water erosion, use up of natural resources, etc., which is related to the environmental quality and sustainable development of humankind. It is recognized that green plants are the only natural regeneration way for the polluted environment to be modified. Therefore, plants have become main concern in urban environment design. Botanical gardens are important components of a city. Plant designing in a botanical garden plays an important role in urban ecosystem balance improvement of living conditions, enhancement of urban environment quality, and prominence of urban landscape characteristics. Originating and development of botanical garden accompany with the development of human society's produce.Today's botanical garden is not only the embodiment of mankind's intelligence to make use of the nature and reform the nature but also the symbol of civilization in a region or a city. While Cognitive Psychology is the new subject which focus on consciousness including apperceive, attention, memory, forgetting etc. There is close connection between consciousness and education, so it's possible that municipal botanical display helps audience better learning if the design behavior--education conductor is guided by the audience's (education acceptor) study process. And the model of human information processing, which is base on the analysis of cognitive psychology, is established in the thesis. Then the application of municipal botanical planting design is discussed. The thesis proposes three principles:stimulation is the main body in municipal botanical planting design; create the room for memory; avoid forgetting. These principles come from the research on consciousness process. As to plant design methods, the paper covers 5 aspects which are regional plantscape, interface plantscape, route plantscape, node plantscape, and specific plantscape. These principles are applied in the project "landscape design for Xiangnan arboretum in Zixing dirtict".
