The early 21st century, Kunming city began to reconstruct the village in the city, as the farmland in the city core area has been requisitioned, the remaining villagers engaged in illegally house layer building up which leaded to the difficulty of village reconstruction increased. The government has not researched and released any incentive policies to the villagers, and then the process of the reconstruction is slow. By 2008, the Kunming municipal government has proposed spending five years to reconstruct 335 villages around 249km2 in the city. It is unprecedented for Kunming which involves the population of 76 million accounting for the 1/8 of the local residents. It also brings a new research topic:is such a short period of time for such a large-scale village reconstruction, whether the bearing capacity of resources, the environment and the infrastructure can afford?The article compares and analysis the status of Kunming before and after the reconstruction from the aspects of the resources and environment carrying capacity and its associated municipal infrastructure. Firstly, the article analyses the current status of Kunming and the existing main problems from the bearing capacity of the water resources, water environment, atmosphere environment and the urban ecosystem which are all closely related to the village reconstruction. It also predicts the near future demanding based on a normal population growth rate. After an analysis to the current approved village reconstruction, it concludes that except for the bearing capacity of water resources without any affect, all the other bearing capacity of basin water resource, atmosphere environment and the urban ecosystem cannot afford such a large scale project in such a short period of time.Second, the article analysis the current situation of Kunming city and its existing from the urban water supply systems, drainage systems, road systems and sanitation systems which are all closely connected with the basic element of the four bearing capacities that are mention above. With the analyses of the current approved project, a conclusion comes out that the reconstruction of village carried out on the market basis. In order to keep the commercial profit, the intensity of the development is strong and the the construction scale is large, which breaks the original plan and control requirement. Obviously, the interior profit is contradictory to the exterior interest. Then it brings the problems for public matching.At the end, the article selects an anti-two cases of the village reconstruction to analysis the two different impact on the drainage and road system, and also analysis the cause of these two results. It concludes that the intensity of the development leads to the two different result. Based on the currently blind and large-scale reconstruction, it proposes to bring out a complete plan for each project, to confirm a reasonable development scale, a reasonable investment from government and plan and control incentive policies.
