In 2010, Chengde Municipal Government proposed to construct International Tourism City and make the character of combining Royal culture and Multi-national culture as the main brand for Chengde City. The historical and cultural district in Luanhe old district will be the best choice for people to enjoy this character.With long history the historical and cultural district in Luanhe old district has over 50 years earlier than the construction of Mountain Resort. It is the earliest district in Chengde region and is also the existing nearest historical district from Mountain Resort and The Eight Outer Temples, which has important significance to last Chengde historical context. Nowadays the old street has good preserved the traditional feature and street structure of Qing Dynasty. But due to the long time the infrastructure fell behind, which make increasingly serious contradiction for the development of modernization city. So the improvement for the old street must be imperative. Through analyzing related notions and case study home and aboard, this article summarized the meaning of historical street protection and development by organic update and confirmed the aim, significance and protection strategy of this research from the standpoint of organic update. This paper takes the vitality continuation of old street and developing city character as research object and construct the strategy frame of combing protection and organic update together for historical street on the base of researching material lay and immaterial lay of historical street. The framework has divided into two parts including urban master planning protection and block detailed planning protection, which attempt to use the city planning methods for more scientific and more accurate protection and update on historical street. Through the analysis and research of this paper, organize update is the scientific method on condition that historical street are under protection, which will solve the problem between historical street protection and modern life. To apply the method of organic update to the protection planning of Chengde Luanhe old street historical and cultural street that will make Luanhe old street regain to the stage of history, which will make contributions to Chengde city and provide beneficial thinking to the protection research for historical street in the future.
