Power distribution system, which has a direct impact on the power quality, is a key connection between the power system and power consumers. The reliability of the power supply is an important index which reflects the ability of the power system to supply consumers and the degree of power industry to satisfy the economic need of the society. It also indicates the integrated management of the planning, construction, implementation, manufacture and operation of the power system. To improve the reliability of power supply is not only to perform the stratagem of China Southern Power Grid, but also to fulfill the responsibility to the society.The power distribution grid of Dongcheng district is the economic foundation of Dongcheng district, a new socialistic country. While the living standard of this district has been greatly improved with the rapid development of economy and society, the distribution grid of Dongcheng District faces the need of a more intensive reliability management due to the increasing demand of reliability of power supply. Dongcheng Power Supply Company has established a reliability management target that the reliability of supply RS-3 in the center of the district is above 99.97% and time of power ceasing per consumer is limited within 2.5 hours. It is worthwhile to discuss the different measures to realize the reliability goal with different costs and benefits.This paper is based on the Twelve Five-Year planning of power distribution grid of Dongcheng district. It is an optimized solution of the 12th Five Years Plan. The measures of gird construction are presented in order to improve its reliability. Compared with the 12th Five Years Plan, it is a successive and optimal one without any conflict.Firstly, the reliability indexes of both transmission grid and distribution grid are analyzed. Secondly, the reliability of Dongcheng distribution grid is evaluated and the weakness of the grid is also analyzed. Some measures to improve the reliability of Dongcheng distribution grid are presented, such as constructing new substations, reforming the annular grids, optimizing the configuration of breakers and advanced reliability of management. The distribution gird should be reformed according to every local area, in order to avoid repeated constructions of feeders in three years. Finally, the cost and benefit of these measures is analyzed. It will induct the Guangdong Power Corporation to invest in Dongcheng distribution grid. It will also guide the Dongcheng Power Supply Company to realize the goal of reliability management.
