Study On The Urban Road Traffic Congestion Pricing

With the socio-economic development and urbanization process accelerate, urban vehicle ownership and travel demand are growing quickly, urban road traffic demand exceeds the capacity of the traffic supply, which cause urban traffic congestion. Urban traffic congestion seriously affects resident work, life, waste a lot of time and space resources, and also restrict the sustainable development of urban economy. Traffic congestion pricing is one of the city traffic demand management measures, which through economy measure to control urban traffic volume, reduce traffic demand and achieve the purpose of alleviating and eliminating traffic congestion.First, we elaborate traffic congestion pricing connation and philosophy, and distinguish between traffic congestion pricing and tradition road pricing. Then we analyze the economics theory of traffic congestion from external non-economic and research on the static and dynamic congestion theory and models;Second, we research on the basic problems (pricing area, pricing fees objects, pricing methods, pricing time and pricing rates) and the key problem (congestion pricing theory);Base on the above research, we sum up the foreign cities (Singapore and London), which traffic congestion pricing implementation successfully experiences, and combine our country traffic congestion status. Then we analyze traffic congestion pricing implementation, which intend to provide some basis;Finally, we take the central area of Qingdao as an example, through concrete analyze the traffic congestion status and caused reasons, and analyze the congestion pricing implementation. We use the experience of other countries for reference and combine congestion pricing studying in our country. Then we research on congestion pricing basic scheme and give some solutions aim at the problems which caused after congestion pricing implementation:This study intends to provide a reference for the large and medium cities in our country smooth implement traffic congestion pricing.
