Recently, with the rapid development of the chemical industry in China, the frequency of the occurrence of sudden water pollution accident is increasing, and it is becoming a potential threat to the drinking water safety and the environment. Because there are many kinds of toxic and harmful substances involve in the manufacturing process in Hayi gas industry, it will do great damage to the ecological environment along the Songhua River once an accident such as toxic gas leakage happens. Efficient and effective emergency respond measure is the only way to prevent the accident from expending and growing when the accident is unavoidable. It is also very useful in reducing the harmful consequences. As a result, it is necessary to establish a risk assessment - emergency response system according to the characteristic of the sudden water pollution accident in Hayi gas industry.This paper summarized the types of sudden water pollution incident, combined them with the major manufacturing techniques in Hayi gas industry, and analyzed the chemicals and devices that could possibly lead to sudden water pollution accidents. In order to establish a suitable risk assessment method for Hayi gas industry sudden water pollution, this paper reviewed a large amount of literatures, systematically presented the developing progress of risk assessment and emergency response system, analyzed and compared several well established methods for detecting risk source and calculating the frequency of the accident. By combining the current situation of Hayi gas sudden water pollution accident with the purpose to protect the Songhua River, this paper studied the emergency response system and used accident simulation analysis to analyze the ability of the emergency response system. The conclusions are listed below:The major sudden water pollution accident in chemical industry includes fire of toxic and harmful substance, explosion and leakage. The substances that could lead to sudden water pollution accident in Hayi gas industry are phenols, methanol and liquid ammonia. Main devices area and the container for these substances listed above are another possible source for initiating sudden water pollution.Using the risk source detecting model as a basis and correcting the model by introducing the environment sensitivity factor to calculate the index for the risk source in Hayi gas industry, analyze the incidents that could rise the sudden water pollution, compile a tree display for Hayi gas industry sudden water pollution, and study the frequency of the occurrence of the basic incidents. By combing those factors mentioned above, this study will decide the 8 rick sources, 5 major risk sources and 7 greater risk sources for sudden water pollution in Hayi gas industry which are mainly toxic chemicals leakage accident.Considering the consequences of the water pollution accident and developing process, in order to reduce the impact of sudden water pollution accidents on the environment. From the aspects of collecting, storing and treating the waste water from the accident to study how to establish the emergency response system and combine this with the result from risk assessment for the risk source in Hayi gas industry in order to analyze the establishment of the emergency response system and develop different responses for different levels of accidents.Assume there is a greater water pollution accident happens in Hayi gas industry, explain in detail the response process of the emergency response system. With the data from grey dam adsorption system and activated carbon adsorption system when the waste water treatment system in Hayi gas industry is not functioning properly, analyze the ability of these two emergency treatment structures to remove the toxic and harmful substances. The result indicates that this emergency response system can effectively reduce the impact of the sudden water pollution on the environment.
