Research On Integrating Water Environmental Function Zone And Water Function Zone On Hai River Basin

The Ministry of environmental protection and the Ministry of water resources from the Angle of water environmental protection respectively and watershed unified management perspective, the water is divided into different function. The Ministry of environmental protection put water into the "water environment protection functional zones", and the Ministry of water resources put water into the "water function zones". In the basin, two different functional zones are alike and at the same time unlike others. Water environment protection functional zones mainly for different water quality and water function zones according to the different yield of water.The two functional zones exist on the same water, so that the management decision makers don't know what kind of functional zones are more accurate. It ia easy to cause the disorder in the administration of water quality objectives, and difficult to achieve unified management, to realize the integrated management of water quality target. The two functional areas cannot coexist in the same water. Two different pattern of water quality target districts coexist must be changed.This paper takes the haihe river basin as an example, collected data of water environment protection functional zones and water function zones for the ministry of environmental protection and the ministry of water resources. Using the haihe river basin hydrology database (HAINHD) reach the two functional coding models, adding to the GIS in together, overlap with high requirements, the principle of high quality low target, not overlap to determine the part adopts the water quality goals. The original division finally put overlap and don't overlap stack together, forming the basin function division that the environmental protection department and the department of water resources are recognized.The comprehensive regionalization coding should change the traditional pollution management and quality management of the separation problem. It will onshore pollution to the water quality management supervision and management in accordance with the basin is outspread, water-regional-pollution, and on three levels, two grades for the main line, the surface both, and work to the prevention and control of water pollution overall management. Determined to functional zoning requirements, decide monitoring data monitoring section of the evaluation standard, guide the new evaluation system, settle onshore pollution law enforcement standards, set of total amount control indicators, fixed regional sources of pollution permits, will function division as environment monitoring, environment evaluation, total amount control and emission charges, pollution management is the cornerstone of water environment management, as the future of management practices by elements streamlined starting point.
