A Study On Function Coordination Between The Government And The NGO In The Disastrous Crisis Governance

With the advent of risk society, the crisis as the main forms of risk had a tremendous impact to human life and production. How to govern the disastrous crisis effectively, as governments around the world are concerned about the issue. China has entered a "crisis-prone period ", the frequent occurrence of disasters raise a serious challenge for government's crisis management ability. The importance in the participation of NGOs have been widely recongnized in disastrous crisis management. And the coordination problems between the government and the NGOs were apparent become the important factors in improving the ability of the government in crisis management. Resolve the function coordination of government and NGO in disastrous crisis management is an important way to enhance the ability of the government crisis management.Disastrous crisis management must be government-led because of the special nature of governance. Therefore, this article from the perspective of governance, focusing on the disaster in our country in transition, through the research of the function of government and NGO co-ordination to improve the disaster of the government and NGO collaboration in the relationship between crisis management; To adjust their collaborative behavior, and improve the efficiency of disastrous crisis governance.Part One, the core concept of the government and NGO function coordination in disastrous crisis is defined, the related theory is analyzed, as the theoretical foundation of the thesis research.Part Two, through the analysis of the government and NGO's role and function, the comb of function relations to put forward two types of function relations between government function and NGO function; Using the system evolution model in the synergetics theory to analyze the evolution of the government and NGO's function coordination from disorder to orderly; Put forward the basic conditions from the analysis in the model for coordination orderly.Part Three, raise the problem exist in the coordination of the government function and NGO's function, and compared with America's status; By the analysis of current of function of government and NGO co-ordination in 2008 Sichuan earthquake, and reflect the problem of function of government and NGO co-ordination existed in the disastrous crisis governance.Part Four, based on the analysis of the model, through combine with the good experience of the function coordination between the government and NGO in US disastrous crisis management, the several suggestions had been propose to improve the current situation.
