Atmospheric environmental resources is an important composition part, but atmospheric natural purification ability is limited, atmospheric environment can accommodate pollutant quantity is limited. With the high-speed economic development condition, how to control the emission of environmental pollutants, the environmental quality of the minimum will keep on top form, for making the urban development planning, keep the economy sustainable development has the vital significance.This research will in turpan city as the research object, by turpan the twelfth environmental protection plans for background, in fully investigated understanding turpan city natural environment, social economy, and all kinds of environmental air pollution situation, on the basis of using environmental system and evaluation, the related theory, will statistical model, gray theory, combined with screening of environmental air quality, major factors to affect turpan city present situation of air environmental quality carried on the thorough analysis. On this basis, combining with the overall urban planning, economic development objectives to turpan city environment quality functional partition scheme as the base, with turpan city "tenth-five-years plan","eleventh-five-years plan" period of atmospheric pollution prevention plan of the relevant data such as turpan city environment improving air quality way effect forecast analysis. From 2011 to 2015 urban environmental air quality change trend to make quantitative forecast analysis, the result of analysis and the GM(1,1) model predicted results are consistent, the development trend of various pollution factor and GM(1,1) model predicted results are basically the same. According to the forecast analysis results, put forward some countermeasures of pollution prevention.
