Study On Pollution Reduction Evaluation Index System And Advisory Platform Of Pulp And Paper Industry

Paper industry is one of the most serious environmental pollution industries in China. It's crucial work to do deep investigation and analysis in pulp and paper industry. Deep research in pollution control and resource conservation assessment method and information database of paper industry may contribute a lot to technique evolution and pollution reduction for paper industry. That also helps a lot in environment protection in China.Analytic Hierarchy Process (AHP) based on group decision method was applied to build the Pollution Recduction Evaluation index System of pulp and paper industry (PRES). Group decision method was brought to reduce the bias of subjectivity of single expert. To avoid the issue of some special opinion of one expert was weaken by the massive opinions of other experts, similarity and diversity of the judgment matrix by each evaluation experts was calculated to determine the weight of each expert. Then a consensus matrix was built by weighted geometric mean method. The weight of each index was obtained using AHP method.PRES was constituted by quantitative evaluation and qualitative evaluation. The indicators include technique, energy consumption, pollution and recycling indexes. The value of the indexes follows the legal provisions. To avoid the issue of one line cut out, the lower and upper limit was added. Finally, Bleaching Kraft Pulp, Ecru Sulphate Wood Pulp, chemical wood pulp, Bleaching Chemical Non-Wood Pulp and Recycled paper pulp, the five evaluation index systems of pulp and paper industry were developed. The calculation of one assessment is discussed to show the method. And two mill cases were used to validate the feasibility of the assessment methods.By field and literature investigation, production technique, pollution emission characters and pollution control technique were analysised. Then Pollution Reduction technique Advisory Platform of pulp and paper industry (PRAP) was established to provide users with technical support and assessment function of pulp and paper industry, including Environmental Protection Model Base (EPMB), Typical Case Database (TCD), Pollution control and Resource Conservation Assessment method (PRCA), Law and Regulation Database (LRD), Best Available Technology Database (BATD) five functions.
