With China's accession to WTO and the devepoment of people's quality of life, tourism has become a booming new industry. World heritage tourism has been an important share of the tourism industry. However, the development of the tourism industry has brought great pressure to the local tourist resources protection and resulted in incoordination between the development and protection in a certain range, such as resource destruction, environmental degradation, ecological balance and other serious problems.Tourism is known as "smokeless industry". Basing on resources and the environment, tourism activities are carried out. the developing tourism mode is still used in our country, People lack the scientific understanding about the relationship between tourism and environment, emphasizing the development of tourism resources and neglecting the environmental impact on tourism and resources. Eco-tourism developing remain in the preliminary stage. Therefore, the positive development of eco-tourism should be in accordance with law,and we must pay attention to local eco-tourism features. Not only economic benefits related to people's livelihood project should be obtained but also the double harvest in social and ecological benefits should be made.In order to provide opportunities for regional economic development,we should be concerned about the people's livelihood project. Through improving laws and regulations in eco-tourism, it is necessary to protect biological resources and improve the ecological environment and increase employment opportunities for local residents. The quality of the residents in legal protection should be improved. The awareness of community participation in environmental should be enhanced. And we should highlight the comprehension and timeliness of the co-tourism laws and regulations.In this paper, eco-tourism resources in Zhangjiajie will be taken as an example, from the awareness of eco-tourism resources, starting from the law, sociology, economics, international law point of view, to analyze the present situation in legal protection, such as Zhangjiajie resources in the development and use of eco-tourism, sustainable development, public participation and prevention process.The ways and measures in legal protection should be further studied to promote eco-tourism economy in Zhangjiajie.
