Since the Tokyo Protocol validated, CDM (Clean Development Mechanism) has been the hot research point of international environmental academy as well as a mutually beneficial mechanism. China comes after USA as the second largest GHG (Green House Gas) emission country and owes important shares in CDM potential market, because of underdeveloped levels of energetic technologies, inefficiency of energetic consuming and very low cost of GHG reduction. The provinces in China are aware of the coming economical opportunity and fairly quick in CDM project promotion.Yunnan has large amount of projects up to the standard of CDM with relatively low cost of GHG reduction. Once entering into the international cooperative mechanism, it will obtain the funds and technologies, bring along the extra financial income and promoting the transfer and use of advanced technologies, at the same the provincial eco-construction and sustainable development.For the purposes of CDM projects implementation, supplying the important disciplines for the relevant governmental departments to setup to join the mechanism, upgrading the production measures, the thesis focuses on the CDM project potential in Yunnan and its prior developing aspects and technologies.The first, author carefully looked into the present registered CDM project and their existing problems. She also quantitatively worked out the CDM potential of 7 key industries suck as electricity, chemistry, metallurgy and construction materials, on the basis of the present information of CDM project implementation and resource developing in the province. Then, the conclusion is that the most GHG reduction comes from the forestation i.e. carbon credit projects and next sequencing as hydropower, construction materials, chemistry, metallurgy, biomass for power production and CBG (Coal Bed Gas) development.The second, the author analyzed, through the three aspects of the resources, policies and the costs of GHG reduction, the exiting advantages of Yunnan CDM projects.The third, the thesis summed up the CDM investigated materials and questionnaire answer sheets, assessing the data in indefinite appraised measures from the aspects of the priority of technological demands, the sustainable revenue after the implementation of the technologies, implementing blockades and their overcoming measures. The subjective initiatives, technological suitability, the implementing blockades and complexity of the application procedures of CDM projects were addressed. The points with weight were added up to sequence the prior aspects and technologies of CDM.Finally, the thesis comes out the 6 blockades of CDM projects such as awareness, application procedure, production, technologies, financing, negotiation and their resolutions as well as the resolution guarantee measures.
