Feasibility Study Of Chongqing XX Company Depot Projects

Because of new oil reserves in a state make ends meet in the past10years basically, domestic oil production will be less than half of the demand by2015. When more than half of the domestic demand for oil needs to import, it will have a significant impact on china’s deal with emergencies, to protect the development of the national economy and economic security. Chongqing City Government decided to take various measures to implement and strengthen the reserves of important materials, to against shortage of energy supplies caused by market volatility and natural disasters, to improve the fragile environment of national economy running, to ensure the safe operation of Chongqing’s economy and people’s needs. The oil depot project derived from Chongqing City Government’s requirements for emergency oil reserve, and the research is carried out in order to study the feasibility of the project.This paper first introduced an overview of the XX Company’s oil depot project, including depot project overview, depot location, the advantages and necessity of the project, the status and role of Chongqing XX Company; then designed the programs of the project, including conditions and scale of the construction, overall layout, architectural design, process design, structural design, water supply and drainage, electrical and telecommunications, automation and security, the design of the tank, fire design, environmental design, organizational capacity; finally conducted the project’s financial feasibility analysis, comprising investment estimates and financing, costs and expense estimates, operating income estimates, financial profitability analysis, uncertainty analysis. By designing technical solutions and analysising financial viability, Chongqing XX Company oil depot project is technically and economically feasible.
