With the development of catalytic synthesis technology, the new-style CC^-based biodegradable plastic technology can use CO2 from industrial emissions as raw material for the synthesis of environmentally friendly materialswhich can be used as the biodegradable non-polluting materials. The increase of domestic and international energy prices, as well as increasing emphasis on the environmental issues by various countries, provides an excellent opportunity for the development of CO2-based biodegradable plastic and other biodegradable plastics. At present, the technology of for CO2-based biodegradable plastic is well developed and can be used for industrial production. This paper studies the feasibility of building an annual output of 10,000 tons of CO2-based biodegradable plastic items.Firstly, the paper analyzed the general situation and market of the project, and determined the scale of production. The market demand and price of the poly propylene carbonate (PPC) were analyzed, and it could be concluded that the project products had huge potential market. The market price of PPC could reach 18,000 yuan/ton.Secondly, the paper discussed the technical feasibility of the project, and the equipment and the raw materials that were needed for the project. It focused on the process of the project, including bromoethane refining processes, propylene oxide refining process, alkyl zinc preparation process, the rare-earth complex combination of process and catalyst preparation process etc. Also it discussed the 12 categories equipment that was needed, including drying equipment, distillation equipment, liquid storage tank and separation equipment etc. The calculation of reaction kettle and the calculation of rectifying column of this project were discussed, and this paper also introduced raw materialrequirements, resources, transport conditions and auxiliary.Thirdly, this paper introduced and facilities and investments of the main buildings and structures, and aided engineering including water supply and drainage engineering, power supply and distribution engineering, communications, and heating etc.Finally, the paper analyzes the investment and financial status of the project. According to an annual output of 10,000 tons CO2-based biodegradable plastic overall project design, the total investment amounted to 158,791,000 yuan. The whole calculation of the total cost of goods is 1,545,961,000 yuan, and the entire calculation could achieve the sales revenue of 2.162 billion yuan. During the entire calculation period (12 years), it was expected to be value-added tax 150,286,000 yuan, urban construction tax and education surcharge 12,023,000 yuan and tax 149,731,000 yuan. The annual average profit could reach 25.333 million yuan. Then the financial conditions were evaluated by using sensitivity analysis and breakeven analysis. Combined with market competitiveness of PPC product, it concluded that the project investment had high profit margins, and the products were highly competitive in the domestic and foreign markets, and the project had operability and could be carried out.Research in this paper may provide the basis for the construction and implementation of 10,000 tons/year CO2-based degradable plastics project.
