The Research On Eco-compensation Mechanism For Poyang Lake Eco-economic Zone, Based On The International Experience

With the rapid development of economic and society, people are constantly demand ecological environment resources from natural, but they ignore the ecological environment protection, so the ecological environment problems get more and more serious. How to coordinate the economic development and ecological environment protection, the mechanism of ecological compensation is a good way. Jiangxi is an underdeveloped province in the middle part of China, face the dual task, economic development and environment protection. The ecological compensation for Poyang Lake Ecological Economic Zone has an important practical significance.This paper first reviews the research history of ecological compensation at home and abroad, according to the related research defined the ecological compensation, and analyzed the related economic theory basis of ecological compensation, such as, Externality, Public goods, Game theory. Review the ecological compensation practice in many fields, and summarized the characteristics of several country, combined with the representative cases. Then, further differentiate the features and application condition of government compensation and market compensation. Conclude that executing the market compensation is difficult in China now, the compensation for Poyang Lake Zone not only need the central financial subsidies, but also need to build the lateral transfer payment between the Poyang Lake Zone and the developed eastern region. Later, further analyze the Poyang Lake Eco-Economic Zone, according its beneficiary from its ecological, social and economic functions, determine the compensation subject and object, put forward the compensation for Poyang Lake has three levels. Finally, it is proposed to construct the incentive mechanism for the more developed eastern region and the induce mechanism of Poyang Zone, build the interregional compensation based on the lateral transfer payments, to realize the cooperation for eco-environment protection and the sharing for eco-environment benefit in Poyang Lake Eco-Economic Zone watershed.
