Research On Lateral Transfer Payment System Based On The Regional Ecological Compensation

With the acceleration of the process of industrialization and urbanization, increasinglyacute contradictions between China’s economic development and resources andenvironment, Chinese government has began to carry out ecological compensation andstrengthen the construction of ecological civilization in the macroeconomic policy-makingand practice. Ecological compensation is for the purpose of conservation and sustainableuse of ecosystem services, economic means-based regulation relatedinstitutionalarrangements of those interests, is an effective way to practice the scientific concept ofdevelopment. At the same time, the transformation of economic development the practicalurgency also makes ecological compensation quickly become the hotspot of the theoreticalresearch. In the perspective of ecological compensation theory, trying to break thetraditional qualitative research paradigm of ecological compensation, this paper uses themethod of modeling and quantification research to explore the main influence factors andfinancial arrangement coordinating multi-stakeholder of ecological compensation, andtakes Weifang as an example to for empirical analysis. The content of this paper is dividedinto six parts.The first part is the introduction. This part includes the research background,theoretical and practical significance, main content, method, technical route and innovationof research, and summarizes present studies on ecological compensation at home andabroad from the connotation of ecological compensation, type, standard and mode. In thispart I also tease out the clear train of thought to guide the establishment of the financialsystem of ecological compensation from the regional ecological compensation scope,compensation number and specific way.The second part is the theory basis of horizontal transfer payment for ecologicalcompensation. This part discusses the theoretical support from the ecological value theory,public goods theory, externality theory, the principle of Karl-Hicks and growth pole theory,and provides implementation basis for ecological compensation and horizontal transferpayment from the subject definition, construction principle and regional imbalancedevelopment. On the other hand, under the background of circular economy, this sectiondiscusses interests influencing way under the circumstance of optimal decision effect through the game analysis of regional ecological compensation.The third part is the analysis of realistic foundation of horizontal transfer payment forregional ecological compensation. Ecological compensation needs financial system andmethod, so financial institutions and methods is the realistic basis of the implementation ofhorizontal transfer payment for ecological compensation. This part analyzes the influenceof our country’s financial system on the ecological compensation and fiscal policy forecological compensation.The fourth part is regional function planning of regional ecological compensation. Onthe basis of the hierarchical division principle, combining the initial endowmentdifferences of the regional ecological resources, regional macro development plan andcurrent situation of the development of industry layout, this part sets up an index system,and proposes a regional function dividing method through the comprehensive evaluatingindexes which is taken as an important basis of establishing ecological compensationmechanism from a financial perspective.The fifth part is research on regional ecological compensation standard. Regionalecological compensation standards can be roughly classified into ecological value theory,market theory and half market theory method. This part uses the material flow analysismethods of ecological economics, and proposes the thought of establishing regionalmaterial flow account, determining the proposition of ecological compensation accordingto the regional scale of metabolism, then determining the regional ecological compensationstandard according to the scale of ecological compensation fund.The sixth part is the research on horizontal transfer payment for ecologicalcompensation mechanism in Weifang. Based on the analysis of the present situation ofecological compensation in Weifang, this part puts forward the fiscal measures which areperfecting the finance structure, establishing regional ecological compensation mechanismhaving financial guarantee. The ecological compensation is not a simple financialassistance, so it needs to realize the change of economic development way by ecologicalcompensation, and needs a series of measures such as effective legislation, town planning,industry layout, model transformation besides financial security for the interests of allparties.
