The Research On Public Participation Of Environmental Management

Environmental issue has become serious problem for every country. Developing countries in rapid economic growth and population resources and environment highly depended on the reform of the critical period China are even more urgent. Public participation has become a mainstream of the solutions to environmental problems and being an actively implement. But the public participation of domestic in environment protection is still in the initial stage.This article use the literature study, research analysis, comprehensive analysis based on the foreign research results and the national literature, combining with conduct theoretical research and empirical research and integrating knowledge of environmental economics, environmental management, sociology and other disciplines. Firstly, the paper generalize major theories of public participation in environmental management, including:Environmental "public goods" theory, Externality theory, "tragedy of the public land" theory, Stakeholders theory, Secondly, the paper analysis the status of public participation in environmental management. And making a survey of public participation in environmental protection in Harbin as a starting point. Starting from the questions reflected from survey, summarize a few problems form public participation in environmental management, such as:Awareness of public participation in environmental management is weak, the rule of law are not sound enough, The channel of public participation is not clear, The power of environmental organizations are relatively weak, And aiming at the above-mentioned problems at the last part of the article, Proposing some countermeasures and suggestions, including:raising awareness of public participation in environmental management, strengthening the laws and regulations of public participation, reducing the cost of public participation, strengthening environmental education, training environmental awareness of public participation, developing environmental NGO.Through the present study, hoping the public can participate effectively in environmental management, Releasing the power of public participation, and providing a useful reference for environmental management in China.
