The Research Of The Public Participation In Xi’an Environmental Health Management

The quality of urban environmental sanitation is not only related to the image and appearance of the city,but also to the quality of life of the citizens.It can also consider the level of local public management.Only when Party committees at all levels attach importance to,competent departments are responsible,and the public participates,can we form a good situation of urban environmental sanitation governance that is coordinated and coordinated.According to the 19 th National Congress of the Communist Party of China,we know that we must strengthen and innovate social governance,Adhere to everyone’s duty and enjoyment,constantly improve social system and public service system,constantly promote social fairness and justice,and form a good and effective pattern of co-governance and shared social governance.It can be seen that the party’s policy and theoretical flags clearly support and encourage public participation in urban social governance.With the acceleration of the urbanization process and the improvement of the quality of citizens,people are more and more aware of the importance of environmental hygiene,and regard clean,tidy,orderly and comfortable living environment as the hope of a better life,and actively respond to the "joint construction "Share and co-governance" call to actively participate in urban environmental health governance.In the context of the high importance attached to environmental sanitation throughout the country,how to effectively play the leading role of government and fully mobilize all sectors of society to participate in urban environmental sanitation has become a major topic of social governance in the new era.Based on the governance theory,good governance theory,participatory governance theory and public participation in urban environmental sanitation governance theory,this paper analyzes the current situation and causes of public participation in Xi ’an environmental sanitation governance by using the methods of literature analysis,questionnaire survey and in-depth interview,combining with the actual situation of Xi ’an environmental sanitation governance,and according to the relevant data recently collected in Xi ’an City Administration and some subdistrict urban management departments.Andlearn from the successful experience of public participation in urban governance at home and abroad,and then on how to take effective measures to increase government support,broaden the channels of public participation,improve the ability of public participation in governance,and further put forward some new ideas and countermeasures of public participation in Xi’an environmental sanitation governance.
