With the rapid development of the global economy, the traditional over-consumingexploitation methods and serious environmental polluting development models, which resultin resource shortage and severe environmental deterioration, have aroused widespreadconcern around the world. Many countries have begun to establish their own environmentalregulations which vary from one to another owing to the different levels of economic andtechnology development. The implementation of environmental regulation encouragestechnical innovation of enterprises and optimizes the adjustment of industrial structure.Environmental states have been improved greatly in each country, thus achieving enhancedstandardizations of products and correspondence between international standards andproducts of each country. At the same time, however, environmental regulation has alsobrought some negative impact. Depending on the advantages of advancedequipments and green products with high-quality, the developed countries have worked outa series of high-standard environmental regulations as a non-tariff barriers which hinder theexports and seriously affect the foreign trade activities of developing countries. In addition, anumber of enterprises with severe pollution, inactivity or decadence have been transferred todeveloping countries, which further deteriorate the environmental pollution and block theupgrading of industrial structure as well as the improvement of international competitivenessof developing countries. The paper analyzes the great achievements of the implementation ofenvironmental regulation in China in terms of promoting the economic development, socialprogress and environmental improvement. Meanwhile, the paper also enumerates severalproblems in environmental regulation of China such as loosing environmental regulations;imperfect environmental law; weak public awareness of environmental protection; lowerenvironmental regulation standard than developed countries, regarding which the paperfinally puts forward some strategies, for instance, improving environmental protection laws; perfecting the mechanism for public participation; enhancing international cooperation andstrengthening sustainable development so as to complete the environmental regulatorypolicies in China and achieve a win-win relationship between economic development andenvironmental protection.
