Study On The Assessment And Optimization Of Human Settlements In Fast-urbanization District

China has entered a new era of fast-urbanization as the 21 century arrived. Compared with the two times of the world-wide urbanization which already finished, urbanization in China has his own background. The issue of urbanization has become increasingly popular and caught the scholars' eye. The study on human settlements goes deeper and deeper in this situation.This paper based on the many related research on the similar subject. The object of this study was Yuelu District which located in the west part of Changsha City, Hunan Province, and the time span in this thesis was from 2001 to 2008. In the paper, a series of index was constructed, by means of AHP (Analytic Hierarchy Process), in order to appraise and analyze the situation of human settlement in Yuelu District. In this paper, the methods of Fuzzy Mathematics was introduced, for the purpose to build the mathematical model which was used to study on the coordination degree between the process of urbanization and the quality of human settlements in each year from 2001 to 2008.The main conclusions in this research consist of several aspects as follows:(1) The quality of human settlement in Yuelu District was gradually improved during the eight years. From 2001 to 2003, the comprehensive development level of four sub-systems including nature environment, economy, social environment and the supporting system in human settlements was low but the development speed was steady. From 2004-2006, the speed of human settlement development was accelerated. And the quality level of human settlement in Yuelu District was improved by a wide margin. Till 2007 and 2008, the level was stay in a high point and the improving speed was relatively slow down.(2) The coordination degree in 2001-2006 was above 0.9 which equals to a "highly coordination" and it turned to "good coordination" level in 2007 and "intermediate coordination" in 2008. Though the degree decreased in 2007and 2008, the degree still maintains in a high level in general.(3) The conclusion about the problem in the human settlements in Yuelu District was summarized. The problems are as bellow: ①The supporting system was not sound.②Economic foundation was still very vulnerable.③The industrial structure was irrational.④Long-term financial resources were short.⑤Resettlement task was heavy.⑥The gap between the city and the rural area was huge.The measures to improve the quality of human settlements in Yuelu District were proposed according to the conclusion in above. The ecology environment aspect:①Improve the citizen's consciousness of environmental protection.②Urban construction should be in harmony with the landscape pattern. The economy aspect:①Adjust the structure of agricultural industry and develop the characteristic agriculture.②Take a new road to industrialization to strengthen the Yuelu District.③Develop the modern service industry. The social aspect:①Make sure the resettlement task goes smoothly to maintain social stability.②Change the dual structure, promote the integration of urban and rural areas.③Conduct diverse community activities, to construct harmonious living environment. Supporting system aspect:①Accelerate the speed of connection between Yuelu District and the neighbor area.②Improve the basis supporting system in rural area.
