Environmental capacity is a basic concept in environmental science,and it reflects the bearing capacity to the pollutant under certain environmental targets. It is important to determine the size of the atmospheric environmental capacity for total capacity control and air environmental planning.On the process of introducing an improved A-P value method, this paper retains the concepts of "affected wind direction"and "affected share" existed, adds the concept of "sharing rate", gives the corresponding formula and make the improved method perfect by observing the fact that there is unfair on calculating the effective contribution of the pollution sources with the improved method existed.By considering the impact of the high-frame sources outside, this paper combines the estimating model recommended by the guideline and gives the quantitative research method which is used to determine the size of surveying.This is the first attempt to use the model recommended by the guideline (AERMOD model)to calculate the background concentration of SO2 in Yangzhou city.This paper puts the improved A-P value method into the empirical research of Yangzhou city. The final result shows that under the situation of A's guaranteed rate is 90%, the SO2 environmental capacity in Yangzhou city is 82700t/a, the allowed emissions by the point sources are 36563t/a.
