Islands have abundant resources and can provide mighty material basis for the sustainable development of human society. With the constant urbanization process and intensive island exploitation activities, environment of the islands is faced with serious threats. The assessment of island environmental effect is the foundation of the ecological protection, planning and management of island. To meet the demand of the Chinese island environment assessment and management, assessment method of island environmental effect was constructed and applied to Chang Island, which included the index selection, assessment standards and indicator weight establishment, island environment-development analysis and island ecosystems protection suggestion. The main contents and results are as follows:(1)Based on the review of studies on the environment assessment and island environment, "economics-environment" framework was selected and assessment indexes for island environmental effect was established in terms of four factors:socio-economics, environmental quality, bio-ecology, landscape patterns, and the meaning of each indicator and the way to get it were analyzed respectively. Then the criteria and corresponding weights for these indicators were determined.(2)The assessment method was applied to Chang Island. The results showed that as the distance from the land was more, the economics was degraded gradually, and the development effect to environment declines too. It was mainly embodied from landscape's naturalness and landscape fragmentation, marine benthic, bottom environment and so on.(3)Correlation analysis was applied to analyze the relationship between island economics and environment in Nanchangshan Island in 1989, 2000 and 2009 respectively. The results showed that land use/land coverage changed gradually, and the landscape fragmentation increased gradually. At the same time, with the island development, the built-up area was increasing.
