Only full scale developed people can truly promote social development. The full scale development of people is a progressive realization in history. Today we are building the ecological civilization and low-carbon economy. The full scale development of people needs to increase the ecological dimension. Behind the ecological crisis is the crisis of human survival crisis. It makes great obstacle for human's survival and development. Full scale development of human is impossible. The way that can go out the ecological and survival crisis is to build ecological civilization. The main force to construct ecological civilization is human. Human's concept can make the construction of ecological civilization smooth or not. And it also can determine the relationship between mankind and nature. Only full scale developed people can become the main force of ecological civilization construction, only the eco-reason citizenship can build the ecological civilization better.Eco-reason citizenship is a new character of people that the quality of ecological ethics has become people's conscience. Eco-reason citizenship has eco-consciousness and can master and rational use eco-technology. It has four characteristics:eco-intelligence, whole thinking, harmonious thought and limit survives. The first three is the concept characteristics of eco-reason citizenship, and the final one is the behavior characteristics. In this paper, taking China for example, the realizing routes of molding eco-reason citizenship are promoting economical, political, cultural, social areas. Building economical civilization in order to provide material base; Building political civilization in order to provide political protection; Building cultural civilization in order to provide spiritual impetus and intellectual support; Building social civilization in order to create a harmonious social condition.
