The Research On The Establishment Of The Market Of Tradable Emissions Permits In Weihe Basin

To the people of ShanXi province, The WeiHe Basin is the mother river.However, With the development of the modern society, she becomes one of the most severely polluted rivers in China, which poses a threat to the sustainable development of the economic society and the ecology of the whole area. So it is the important task for the government to harness that river, Based on discussing the most effective solution to solve the serious issue about the severely polluted rivers—the WeiHe Basin,and the double effects of the Pollution emission Permit Trading system in both economy development and environmental development, and from the analysis of The WeiHe Basin's present pollution status and the management towards it, the existed problems of the system of Pollution Charge are also discussed herein. and with the conclusion of those practical experience which other countries obtained during the process of running the market,this thesis propose the conception of the Pollution emission Permit Trading being added into the current water pollution management system,which is that it is advisable to build the Market of Tradable Emissions Permits.And study on how to use the system of Pollution Charge and the Pollution emission Permit Trading together in order to realize the total quantity control of pollutants and raise the efficiency and effects. Besides the plans about the total quantity control of pollutants and free distribution are referred herein.And finally some research about how to design the market to function effectively,and what roles and effects of the government are playing in different levels of the market development.
