The Planning Environmental Impact Assessment(PEIA) is a kind of the Strategic Environmental Assessment,which can help avoid some environmental problems because of incorrect macro-planning .The Planning Environmental Impact Assessment of Coal Mining is to help control the pollution arising from coal mining, it may include analysis, forecast and assessment of the environment after the planning and make a countermeasure to prevent or lighten the problem.The environment pollution arising from coal mining was discussed in detail in this paper and the present situation including social and economic condition, water condition, atmosphere condition, solid waste and physiognomy condition of LULING Coal Mine was also studied.The matter of fuzzy pattern recognition theory is: If there is a fuzzy concept or subset A and the target criterion system was known, we can compute the relatively subjection degree and the relatively level eigenvalue, recognize the swatch system fall into which criterion. This theory can reflect he fuzzy character of plan environmental impact and provide evidence for reasonable PEIA.After getting enough environment factors, the evaluation index system was established and divided it into I, II, III three grades based on the theories of fuzzy pattern recognition; Gray system GM (1, 1) was used to obtain the 2020 environment index data of LULING coal mine .The analytic hierarchy process and was used to calculate the weight of each theme and index; the multilevel fuzzy pattern recognition theory is established to estimate the environment of 2020 LULING coal mining.The PEIA's result of LULING coal mining is between II and III, H=2.578(2
