Study On Compilation Of National Standard Of Technical Specification For Utilization Of Bulky Waste

With the rapid growth of economy and the living standard of Chinese people, there is massive production of old-fashion furniture and discarded household electric appliances. Bulky waste has lots of characteristics such as high requirements for recovery technology, strong potential for recycling, severe pollution caused by some household electric appliances and so on. Thus it is imperative to set up regulation and technical standard on the treatment and reuse of bulky waste in order to achieve resource recovery and innoxiousness treatment of bulky waste.Purpose: This study aims to provide technical support with compilation of"Technical Specification for Utilization of Bulky Waste".Methods: After extensive collection and analysis of relevant information at home and abroad, on the basis of investigations and listening to the advice of experts, a research summary is made and then opinion soliciting draft of the standard is completed, complied with principles of scientific, objectivity and feasibility. In addition, it should better display the spirit of purposiveness, functionality and verifiability throughout the compilation. The next step is to collect the suggestions from the various circles of society extensively.Content: (1) The condition of treatment and reuse of bulky waste are studied from three different points of view, which are the conditions of recycling and treatment, pollution and management in China. It's found that there are many problems in the process of treatment and reuse of bulky waste. (2) Technologies for reuse and recycling of bulky waste are reviewed and the potential contaminations caused by the pollutants are addressed. (3) The regulations or technical standards of foreign countries and those of China are examined. (4) The principle and foundation for formulation of the standard and is discussed. The key issues,main content and scope of the standard, the definition and classification of bulky waste, the technical specification of recycled materials, treatment procedures of harmful materials and hardware and environmental impacts of them are studied and discussed extensively. (5) Suggestions are made for following work of compilation of the standard.Result: The draft of"Technical Specification for Utilization of Bulky Waste"has been worked out for soliciting comments.
