Social Ecological Analysis And Policy Selection For Environmental Vulnerable Group

Environmental vulnerable groups in society means that some people, who lack of environmental awareness and self-protection awareness with low income, poor living conditions and low educational level because of congenital or acquired conditions, their environmental rights and ecological distribution of benefits with the enjoyment of such areas are not guaranteed and deal with disadvantage situation. Further more, they are often powerless to fight back others ' environmental violations. Based on the theory of social ecology, environmental ethics, this essay not only investigate the living status of environment vulnerable groups in china, but also analysis its reason with the research methods of survey study, literature and so on. The essay put forward the basic principle of environment vulnerable groups protection policy, and construct its aim and the way to implement, under comparing problems of environment vulnerable groups between western and china.First, the paper defines the related concept of environment vulnerable groups, analyses its' current basic characteristics and distribution. Second, through investigating farmers (the main groups of environment vulnerable groups) survival problems, analyses the problems of environment vulnerable groups existing in China. Third, resolve the reason that causes the problem of environmental vulnerable groups in our country from social ecology vision. It can be divided into three aspects: resource, culture and policy. Fourth, analyze the theoretical of environmental vulnerable groups through the angle of "social justice" and "social harmony" . At last, the paper describes that our environmental vulnerable groups policy should be followed by three main principles: the principle of respect, the principle of proportionality, principle of fairness and efficiency, and construct its aim and the ways to implement.Environmental vulnerable group do not have Chinese characteristics, which exist in any society, but in different society, as well as the same society at different stages of development of its formation and evolution of the trajectory is different and will be the integrated results by development of society in a certain period of political, economic, and cultural. In this paper, based on empirical research for the study, through the social ecology visual dialysis the root causes of our environment for the formation of vulnerable groups and found that not only have environmental factors in the shortage of resources and more cultural influences, policy design and oversight deficiencies. According to these reasons, article looking for the specific ways, which to improve the living environment situation of environment vulnerable group, the aim is to cause the whole society' attention and support of environmental vulnerable groups and promote environmental vulnerable group' s security system to be more perfect.
