The water cut of many heavy oil reservoirs with water flooding is increasing now. It has been in high water cut stage. Some of them have a low recovery and a little economic benefit. They urgent need to change producing method. Oil workers have paid more attention to the problem that how to improve the effect and enhanced oil recovery. Theory and practice prove that steam injection can be applied extensively. It has bad property, sand problem and it's difficult to develop in Sheng second block. Huff and puff is applied to improve the effect of this block. Firstly, Research the mechanism of huff and puff, and also the affecting factors. Then, Analyze the current status and effect of exploitation. Besides a producing test was done in three wells and gained ground. In view of the reservoir feature and the producing test, it's feasible to apply huff and puff in this block on the basis of the analysis of rule, method, layer series of exploitation and well spacing density. After that, the steam injection scheme including the design and optimization of steaming column, parameter, and ahead fluid is produced. Whatsmore, drilling to completion and effect of procducting well are analyzed to estimate the effect of this scheme. Because of steam injection, the effect is obvious. Daily fluid and oil production rate per well increase, average producing fluid level drops, producing energy decreases and production rate increases. The development scheme is applied successfully which opens up a new avenue for the similar reservoir.
