The Policy Study On Preventing And Curing The Environmental Damages Of Marine Engineering

The significant difference between ocean and land in resources exploitation is that the ocean resources exploitation can't leave marine engineering supports. The "Uncertainty"of marine engineering technology in the views of risk society makes people pay more attention to the institution in preventing environmental damage of marine engineering. Environment is typical public goods and has"externality"characteristics. We need to play the role of government in resolving environmental problems. And the regulation is a kind of special means of government to deal with economic or social affairs. The internalization of environment problem with reasonable use of government regulation is important to realize the sustainable development. Modern regulation theory introduces the default of"regulation capture"and"information asymmetry", focuses on the design of regulation mechanism, and opens the "regulation reform " tide.This paper makes policy research on environmental damage of marine engineering in the views of"regulation reform". Its purpose lies in the following three points: Firstly, it analyzes the environmental impact of the Marine engineering based on the relevant research results and statistical data, overviews the characteristics and forms of Marine engineering environmental damage, and then warns people to avoid repeating the environment tragedy as land in the process of ocean resources exploitation; Secondly it introduces the foreign theory about "regulation reform" research achievements, combining the incentive regulation and mechanism design theory, and seeking the way of compensating goal design, tool innovation and performance evaluation in preventing environmental damage of marine engineering, promoting the validity and rationality(effectiveness) of the government behavior; Thirdly it discusses effective means to prevent and control environmental damage of marine engineering based on the theoretical study and tight experience, Searching for environmental regulation institution and way which fits China's economic and social development in order to realize harmoniousness of ocean development and environmental protection. To achieve the above goal, This paper firstly defines the concept of marine engineering and environmental damage, and summarizes the performance and characteristics of environmental damage of marine engineering according to relevant data. Then the paper studies China's current situation of environmental regulation about marine engineering and analyzes the reason of its failure from the regulation goal deviation, the lack of incentive in means and the lack of evaluation of environmental regulation effect. In view of the above problems, This paper discusses the application of mechanism design theory and model of China in the fields of marine engineering environmental regulation based on absorbing the achievement of"regulation reform"and drawing on the experience of other countries, that is, with incentive compatibility as the principles in designing regulation target and incentive regulation innovation as an important content in designing the mechanism of regulation, paying more attention to the evaluation and effective of regulation, reconstructing the institution and encouraging public participation in order to promoting the validity of regulation, setting the incentive goal and innovating the ways of regulation in order to improving rationality(effectiveness) of the government regulation. Of course all the theory cannot break away from China.
