| For a long time ,people believe that ocean contains endless resources for use; marine ecosystems has destructed because of excessive, disorderly and gratuitous use of marine resources.The world development require that people must set correct values. Therefore, analysing the impact on the marine ecological value of coastal power plant, this paper establish the assessment index system of ecological value damage of coastal marine plant on the basis of outlineing the relevant areas .This index syatem have been applied in Dongying of Shandong Datang Power Plant project Cases.The major work are as follows:1.Provides an overview of the value of the marine ecosystem research at home and abroad; This paper analyse the impact on the marine ecological value of coastal power plant ,including living marine resources value and function of marine ecosystem services value mainly, from the view of the construction of check (row) outlet, the effect of cooling water and residual chlorine, entrainment effect, and describe its assessment methods in details.2. Analysing the impact on the marine ecological value of coastal power plant, this paper establish the assessment index system of ecological value damage of coastal marine plant, on the basis of outlineing the theory of assessing the value of the marine ecosystem. The established index system contains two major categories of marine living resources and marine ecosystem services, in which, the marine living resources contains 7 indeces, incuding necton, fish eggs and larvaes, benthos, inter-tidal organisms, rare and endangered aquatic organisms, plankton, fisheries production. and the marine ecosystem services contains 14 indeces, including food production, raw material production, leisure and entertainment, the provision of oxygen, climate regulation, waste treatment, primary production, biological control, disturbance regulation, nutrient cycling, and cultural purposes, the value of scientific research to provide gene resources, material and maintenance of diversity. 3.The established assessment index system of ecological value damage of coastal marine plant is applied in Dongying, Shandong Datang Power Plant project, to assess the loss of marine eclogical values:â‘ This paper estimate that the value of lossed living marine resources caused by the plant in Dongying, Shandong Datang construction, is RMB 16,400 by method of market-value which is mainly referring to occupation of fishing the waters of the marine living resources damage; on the other hand, market-value method, the shadow engineering, the research results of Robert Costanza and contigent value method are adopted to assess losses of the marine ecosystem services caused by the construction of a power plant on. The loss,including food production, climate regulation and provide oxygen, nutrients recycling, research the value of the material to maintain the diversity of the marine ecosystem services, is RMB 3,322,400. It can thus be seen that the Program of shield tunnel and short open ditch and water intake sea water can significantly reduce the area of land reclamation and reduce the marine ecosystem impact.â‘¡This paper estimate that the value of lossed living marine resources is about RMB 48 million by method of market value , mainly referring to the damage of marine living resources within the scope of the spread of cooling water, and the entrainment effect on aquatic life loss, in which, the loss caused by the entrainment effect is first, temperature rising followed. The entrainment effect causing the loss of economic value is about RMB 46 million, and temperature rising causing loss of economic value about RMB 2 million. In the marine engineering, as their special nature, the cooling water discharge and the entrainment effect have relatively large proportion of the impact to the marine ecosystem in power plant operation period.â‘¢In this paper,it is proposed to compensate the loss of ecosyatem value ,which mainly incuding economic compensation and released plan . |
