In less than half a century from 60s in twentieth century, environmental issue has experienced a rapid development: from environmental protection movement to arousal of environmental consciousness, till being put forward to state affairs, forming a brand-new concept "environmental diplomacy". For the first time in history, this non-traditional issue of dealing with relationship between mankind and nature is painted political color and made to be an important part on international political stage. Actually, environmental problem has existed for a long time with serious results as well as far-reaching influence, which brings the division of protection responsibility and management of global environment great difficulty. As the only super-power all over the world, United States plays an important role on international economic , political and military area. So does it in environmental field. Whether environmental diplomacy can develop smoothly is closely related to U.S attitude. Looking back to the history of U.S environmental diplomacy, the remarkable period happens in Clinton government. In a totally new international society after great changes taking place on international politics, Clinton government rethink national interest and expend the concept of national security, deciding to make environmental issue a main foreign policy. It has new considerations on international political background and national interest. Through the makeup of U.S environmental policy and execution of environmental measure, we can see Clinton government have more deliberation on national interest and lay bias on developing countries in environmental area. The environmental cooperation initiated by United States is unfair, which exposes environmental hegemonism and national egoism of U.S.
